SAN FRANCISCO (Reuters) - Christine Gregoire - the Governor of Washington state submitted a state budget plan on Wednesday that may close a $2.6 billion insufficiency but that she described as unjust because of the spending cuts it may force.
"Today I presented a budget proposal that while balanced is unjust," the Democratic governor said in a statement in which she signaled a potential tax extend.
"Because of our succession economic nuisances, state revenue is down and has resulted in a one year revenue shortfall of $2.6 billion," Gregoire said. "This cutting is on top of a $9 billion insufficiency that we tackled last year. As a outcome, I had to make determinations to cut programs and services that is going to impact all Washingtonians."

Reporting from Atlanta - Kasim Reed, an lawyer and ex- Georgia state senator, is going to be sworn in as next mayor of Atlanta after a recount Wednesday confirmed he had won a runoff election.
The election pitted Reed, an African American, contrary Norwood, who is white, and came at a time when Atlanta has grown whiter and more gentrified.
Kasim Reed victory stretched a trace of African American mayors here that goes back to 1973, when Maynard Jackson became the first black mayor of a major Southern city.
